Why does it mention Goyim and Amim?

Malbim: Goyim are lower (they have no king and no creed). Those who dwelled in Eretz Yisrael shamed [the land]; they said that its dwelling is bad. Amim [are more esteemed; they] are nations with a king. They did not dwell in Eretz Yisrael, but the land bore their Cherpah (insults) from afar. Cherpah is worse than Kelimah. They said that Hashem curse the land due to Yisrael's sins.

What is the meaning of "Sachshili"?

Radak citing Targum Yonasan: It is being finished off. Malbim ? this will not happen, for Yisrael will be Tzadikim.
