Why does it say "b'Amri la'Rasha?"?

Malbim: Even though I decreed death against him, I said "Rasha Mos Tamus" ? he will die because he is a Rasha. If so, if he repents, he will be a Tzadik and not die. If so, if you did not warn the Rasha [to depart] from his way, you cause to him two harms. (a) He will die due to his sin. (b) He is a Rasha ? he will die as a Rasha, without Teshuvah.
