Malbim: It will not be recalled for him that he sinned, rather, as a merit; Teshuvah amidst love turns sins into merits. If he returning the theft or pays its value, he is credited for this Mitzvah as if he did not sin 1 .

Even if he repented amidst fear, he will be rewarded for this Mitzvah, just then also his sin is recalled. (PF) After Teshuvah from fear, Mezid sins become like Shogeg (Yuma 86b).
