Which congregation is discussed, and around whose graves are they?

Radak: The congregation of Egypt are around the graves of Ashur. Sevivos does not mean that they are buried in the same place. Rather, they will fall to the sword, like them. They have the same sentence, as if they are together.

Malbim: Now the congregation of Ashur are around the graves of Egypt. Ashur gathered to avenge [the Churban of] Egypt.

What is the meaning of "Asher Nasenu Chitis b'Eretz Chayim"?

1.

Rashi: They made breakage in Eretz Yisrael.

Radak: They put their fear on living people. It says b'Eretz Chayim, for now they are in the land of the dead.

Radak citing Targum Yonasan: They ruled in Eretz Yisrael.

Malbim: Ashur will fall, because they exiled the 10 tribes and always did evil to Yisrael. Therefore, the time came to punish them. Where the Rasha is, there is Mishpat!
