Rashi: It is the land of rivers, i.e. Egypt.

What is "Charavah"?

Radak: It is dry, like "Asher ba'Charavah" (Bereishis 7:22).

Why will the Ye'orim dry?

1.

Radak: The entire good and praise of Eretz Egypt is the river, therefore it says metaphorically that the rivers will dry, i.e. all good will cease from them.

2.

Malbim: The land will be 'sold' to evil people who will not guard to fix the Ye'orim, i.e. channels dug out [that are filled] from the big river in the middle of the land, to bring water to all parts of the land. Foreigners will make the land desolate where it is still settled, via Hashem's decree.

What is the meaning of "u'Macharti"?
