Rashi (from Tanchuma Bereishis 4): Hashem came before Yechezkel, amidst His excessive humility. A human Rebbi, the Talmid waits for him. Hashem waited for His Talmid!

Malbim: Hashem showed him that even though the Shechinah is prepared to go to Yerushalayim to destroy it, it is still amidst the Golah, to oversee them.
