1)

From when are the years counted?

1.

Radak: From Tzidkiyah's reign.

2)

Why is this Nevu'ah, in the 10th year, written after the Nevu'ah about Tzor, which was in the 11th year (26:1)?

1.

Radak: First it mentioned the punishment of Tzor, for it preceded Egypt's. However, this Nevu'ah about Egypt was said first. Afterwards in the year of the Churban (the 11th year) the Nevu'ah about Egypt came twice, and also twice after the Churban, in the 12th year.

2.

Malbim: (a) It is because this Nevu'ah about Pharaoh was said also in the 11th, 12th and 27th year; the Nevu'os about Egypt are put next to each other. (b) Egypt was destroyed many times; the last time was after Tzor ? "Melech Bavel He'evid Es Cheilo? El Tzor? v'Sachar Lo Hayah Lo; ? Hineni Nosen? Es Eretz Mitzrayim" (18-19). Therefore, this Nevu'ah is written after that of Tzor.
