Why does it say "Es Rabas Bnei Amon"?

Radak: This is like El Rabas? Similarly, "v'Es Yehudah" is like El Yehudah, and "v'Har'ah Es ha'Kohen" (Vayikra 13:49) is like El.

Why does it say "vi'Yrushalayim Betzurah"?

Radak: Yehudah, who dwells in Yerushalayim, which is a strong fortified city. They think that they will be protected there. The sword will come to one of these cities. It mentions Rabah and Yerushalayim, for they are capitol cities.

Malbim: In the form that you will draw, draw the road to Rabas Bnei Amon in one way, and at the end of the road the city of Rabas Bnei Amon, and at the end of the other city, draw the form of Yerushalayim. Draw it like a city that was cleared out and cut off.
