Why does it say "Gam Ani Nasasi..."?

Malbim: Even though I returned My hand due to Chilul Hashem, I saw that the time for Tikun did not come yet. Their nature is ready to sin. Ge'ulas Egypt was not a permanent redemption. There will be other exiles to purge sin from them. They will fall several times until the Tikun comes.

When did Hashem decree to scatter them?

Rashi, Radak citing Bamidbar Rabah 16:20: He decreed that in the future, their seed will be exiled from their land. "Ki Solid Banim u'Vnei Vanim; ... v'Hefitz Hashem Eschem ba'Amim..." (Devarim 4:25, 27).

Radak #1: It is not explicit in the Torah. Also David said "va'Yisa Yado Lahem Lehapil Osam ba'Midbar; u'Lehapil Zar'am ba'Goyim u'Lezarosam ba'Aratzos" (Tehilim 106:26-27).

Radak #2: "Va'Yered ha'Amaleki veha'Kena'ani ha'Yoshev ba'Har... va'Yaksum Ag ha'Charmah", "va'Yishma ha'Kena'ani Melech Arad... va'Yishb Mimenu Shevi" (Bamidbar 14:45, 21:1). The captors sold the captives to other nations and distanced them.
