Radak #1: This is like Ya'aseh Imo. I.e. when Nebuchadnetzar will fight against Yerushalayim, Pharaoh will not help him with a great army, like he stipulated.

Radak #2: Pharaoh will not fight Nebuchadnetzar [when the latter comes against Yerushalayim].

Malbim: This explains "v'Lo vi'Zro'a Gedolah uv'Am Rav Lemas'os Osah mi'Sharasheha" (9). Nebuchadnetzar will not need a strong arm, for Pharaoh, the second Nesher, will not come with a strong arm to help [Tzidkiyah].
