1)

Who said this verse?

1.

Rashi (from Vayikra Rabah 6:6): Be'erah, the father of Hoshe'a ben Be'eri, said verses 19-20. They were not enough to be a Sefer, so they were put in Yeshayah's Sefer. When Sancheriv exiled Reuven and Gad, he was exiled with them - "Be'erah Vno Asher Heglah Tilgas Pilne'eser

2)

Who will say so to you?

1.

Rashi (from Vayikra Rabah 6:6): The nations.

2.

Rashi (20): Shevna and his supporters 1 [will say to Yeshayah and Chizkiyah's supporters].

1

Perhaps this is the intent of Radak, who wrote 'this nation.'

3)

Why does it say "ha'Ovos

1.

Rashi (from Vayikra Rabah 6:6): This is disgraceful. [The Ovos] do not even have speech, they just chirp like birds. Tziftzuf and Hegeh apply to birds - "k'Sus Agur Ken Atzaftzef Ehegeh ka'Yonah" (38:14). Tziftzuf applies also to a low voice - "v'Hayah k'Ov me'Eretz Kolech ume'Afar Imrasecha Tetzaftzef" (29:4).

2.

Radak: They say, you should ask from Ov and Yid'oni like we do. You see that they speak! If so, it is proper to seek from them and believe in them!

3.

Malbim: The Navi gave signs from Hashem not to rebel; he called them Torah and Te'udah. Those who advocate Ov and Yid'oni, their speech is called chirping; it is folly.

4)

Who says "ha'Lo Am El Elokav Yidrosh", and what does it mean?

1.

Rashi: This is your answer. A nation like us, that has G-d like our G-d, it will seek its G-d! Will you tell us to be like you, to seek needs of the living from the dead?!

2.

Rashi (20): Shevna's entourage will say to Chizkiyah's that we should seek Ov and Yid'oni and serve idolatry like the early fathers did, [and cede kingship to Sancheriv]. Every nation does so!

3.

Radak: Answer them, that even those who seek idolatry, each nation seeks its god. Some considered the sun to be god, and some the moon, and some other stars. All of these are living, and they have power, even though it is not proper to ask from them, for the power comes to them from Elokim, and he is the Master of all. It is proper to seek from Him. To tell us to seek from Ov and Yid'oni, intellect does not accept this. They are dead! How can we seek for the living from the dead? The dead do not know anything! The chirping is via a scheme of those who engage in them.

4.

Malbim: They say, there is no sin to seek Ov and Yid'oni, for every nation seeks its gods; we can seek for the living from the dead.
