What is the significance of Tziyon and Yerushalayim?

Radak: They are the dwellings of Your honor.

Malbim: The primary Kedushah was in Eretz Yisrael, which is prepared for Hashgachas Hashem and Taharas ha'Nefesh. The Sanhedrin sat in Tziyon, and "Ki mi'Tziyon Tetzei Sorah" (2:3). The Nevi'im were in Yerushalayim. It is desolate 1 , and also "Nevi'eha Lo Matz'u Chazon me'Hashem" (Eichah 2:9).

Radak: Even though after their destruction, Nochrim rebuilt it, since Yisrael are not there, it is desolate of its residents. Also, in their hands it will be destroyed repeatedly. (Perhaps the text of Radak should say 'mi'Zman li'Zman' -PF.) Edom will take it from Yishmael and destroy it. It was like this from when Yisrael were exiled from it.
