Malbim: There is no Navi to call to the nation in Your name to make them repent.

What is "Mis'orer [Lehachazik Bach]"?

Rashi: It is to overcome his Yetzer.

Radak: No one is aroused to strengthen himself in Your Mitzvos and ways, like the early ones did, to stand in the breach in front of You. "Ein" applies also to this.

Malbim: This is [individuals] being aroused with Divine help, like happened to the first Avos.

Why does it say "Ki Histarta Fanecha"?

Radak: Here, Ki means when, like "Ki Solid Banim" (Devarim 4:25). When You hide Your face and we are dissolved in our sins, no one calls in Your name.

What is "va'Temugenu [b'Yad Avonenu]"?

Rashi: You move us.

2.

Radak: It is dissolving. You did not do so - it is via our sins.
