Malbim: No one prays for them. Therefore, "va'Chamasi Hi Semachasni." This is the anger at the Nochrim's sin.

How did His anger support Him?

Rashi: My anger at the nations, that "Ani Katzafti Me'at v'Hemah Azru l'Ra'ah" (Zecharyah 1:15), this aroused My heart to exact payment from them, even though Yisrael were not worthy of and proper for Ge'ulah.

Above, it says (59:16). Why does it say here "Zero'i va'Chamasi"?

Radak: I explained above Zero'o regarding "va'Tosha Lo Zero'o v'Tzidkaso" (refer to 59:16:4:2). Chamasi is vengeance against the Goyim at the time of salvation - "v'Avus Amim b'Api" (6).
