What is the comparison to bears [and doves]?

Radak: Bears' voices are like wailing, and also doves' - "k'Yonei ha'Ge'ayos Kulam Homos" (Yechezkel 7:16).

Radak citing Targum Yonasan: We are trampled in front of our enemies who gathered against us like bears.

Malbim: A bear comes with strength. So we hope for Mishpat with a strong hand. We think that we are worthy based on our deeds. Doves chirp in a weak voice. We hope for salvation amidst Chesed. It exists, for Hashem is Rav Lehoshi'a, but "it is far from us", due to our deeds.
