What is the meaning of "[Moshlav] Yehelilu"?

Rashi: They boast, to say 'our hand is supreme.'

Radak: The Goyim who rule over them, they make them wail amidst harsh labor, and their cry comes to Me. The root is Yalal; it is Hif'il, Po'el Yotzei (it acts on others).

Malbim: The ones who rule over them, they boast that they took them for free to be slaves. "They profane My Kadosh name, in saying to them 'these are Am Hashem, and they came out of His land'" (Yechezkel 36:20).

What is "Mino'atz"?

Rashi: It is Misna'etz (reviled). The grammatical form is like "va'Yishma Es ha'Kol Midaber Elav" (Bamidbar 7:89).

Radak: The entire day, My name is reviled in Galus; the Nochrim revile it - they kill and plunder Yisrael due to unity of My name 1 . This word is a composite of Pu'al and Hispa'el.
