Radak: This refers to the war of Gog and Magog. It says Zero'ai (plural) due to the great vengeance that He will take on them, like one who hits with both hands.

What is the meaning of "v'El Zero'i Yeyachelun"?

Radak: I will support them with My right hand.

Why does it say "Yekavu" and "Yeyachelun"?

Malbim: Tikvah is even without a promise, and without a time limit. Tocheles is waiting until a certain time promised to him, or he knows that it will come. Hashem did not promise to save the island residents, but via the Nevi'im He promised to punish Resha'im - "Vo Yom Hashem ha'Gadol veha'Nora" (Mal'achi 3:23)
