Who are "Mogayich"?

Rashi: They are those who move and relocate you, like "he'Hamon Namug" (Shmuel I, 14:16).

Radak: The root is Yageh (grieve) like "Hashem Hogah" (Eichah 1:5).

Malbim: They are Nochrim, who Hogu (grieved), pained and Magegu (melted) you. Giving the cup to them corresponds to "vEi'lokayich Yariv Amo" (22).

Why did they say "Shechi v'Na'avorah"?

Rashi: Bend down, and we will pass over your back.

Malbim: The Nochrim in India wanted to give to Yisrael bodily freedom 1 if they will bend their Nefesh and Neshamah (subjugate them) to idolatry. You chose bodily affliction over affliction of the Nefesh.

Why does it say "Nafshech" and "Gavech"?

Radak: The Nefesh is afflicted via afflictions of the body.

Why does it say "va'Tasimi [cha'Aretz Gavech]"?

Radak: You suffered all this due to love of Me.

Malbim: You made your back like the ground - anyone who wants can pass on it.

Where is "vecha'Chutz"?

1.

Radak: Like in the market, where everyone passes over it.
