What is the meaning of "Ani Ha'irosihu v'Tzedek"?

Radak: This refers to Koresh mentioned above (1). I did all this - I aroused him to do Tzedek and take Yisrael out of Galus, and destroy their haters and subjugators. This is Tzedek!

Malbim: I aroused also Koresh's desire to do Tzedek for Yisrael.

Why does it say "v'Chol Derachav Ayasher"?

Malbim: I will prepare for him all the means needed for My desired end.

Will Koresh build Yerushalayim?

Radak: He will give to [Yisrael] silver and gold in order to build the Bayis and the city.

Malbim: Yes.

What is the meaning of "v'Galusi Yeshalach"?

1.

Radak: This is like he said, "Mi Vachem mi'Kol Amo Yehi Elokav Imo v'Ya'al [li'Yrushalayim]" (Ezra 1:3). I will do this for for Yisrael, and another salvation before this and before their exile, i.e. [the defeat of] Sancheriv.

Why does it say "Lo vi'Mchir v'Lo v'Shochad"?

Radak: He will do so only to do My will. He knows in his heart that I made him king - "[Kol Mamalachos ha'Aretz] Nasan Li Hashem Elokei ha'Shamayim v'Hu Fakad Alai Livnos Lo Vayis" (Ezra 1:2).

Malbim: "Lo vi'Mchir" refers to building Yerushalayim; normally there is a price to build a city. "V'Lo v'Shochad" refers to freeing the exiles; usually one pays a bribe for this.
