Why does it say "Ha'azinu" and "v'Shim'u"?

Radak: The matter is repeated in different words to strengthen it.

Malbim: Afflictions come upon a nation or an individual - the creation mandates this. Without this, man cannot reach his potential perfection. The supreme Chachmah obligates means to bring the Klal to fulfill its purpose, i.e. perfection of mankind, and each individual to his end. Ha'azinu applies to afflictions on the Klal, and v'Shim'u to afflictions on the individual.
