What is the meaning of "Midei Avro Yikach Eschem"?

Radak: From when [the flood] will pass and take you.

Malbim: Whenever he passes, he will take you. When he conquered the nations in Surya, every time he came to Eretz Yehudah, who dwell in the middle of the land.

Why does it say "ba'Boker ba'Boker"?

Rashi: Constantly [I will bring decrees on you].

Radak: Every day. From when [Machaneh Ashur] traveled to come to Eretz Yisrael, they will not rest day or night - "Lo Yanum v'Lo Yishan" (5:27). Even though they went also at night, it says ba'Boker ba'Boker because they were not seen at night. In the morning, they were seen coming to Yerushalayim.

Malbim: Do not think that he will not pass constantly - he will pass every morning, and stay "ba'Yom uva'Laylah."

Why does it say "v'Hayah Rak Zeva'ah Havin Shemu'ah"?

Rashi: It will be terror for all who understand the reports of the harsh punishments that I will bring on you.

Radak: When the report comes, they will tremble and fear it. Now, they do not believe [that it will come]. Zeva'ah is movement, like "v'Lo Kam v'Lo Za Mimenu" (Esther 5:9). One who fears, his body shakes.

Malbim: I do not bring Melech Ashur against you in order to exile you from your land, like he did to the 10 tribes. Rather, it is only to scare you, so you will understand what you hear from Hashem - to tilt your ears to the Nevi'im's words.
