Who will raise their voices, and why?

Rashi: The few who remain. The good that I prophesized above (23:18) will come to them.

Radak: They will praise when they see Him fell all the nations who will come against Yerushalayim.

Malbim: The remainder will exult over the grandeur of Hashem that will appear to them in the demise of Ashur, like it appeared at Keri'as Yam Suf, like I explained above "u'Matehu Al ha'Yam" (refer to 10:26:3:1).

What is the meaning of "Tzahalu mi'Yam"?

1.

Rashi: Their voices will exceed the rejoicing over the sea (Keri'as Yam Suf) in Ge'ulas Egypt.

2.

Radak: This is like Yitzhalu. Past tense used in place of future; this is common in Nevu'ah. "Mi'Yam" is from the west, i.e. those who are far from Yerushalayim in the west land 1 will exult in His grandeur.
