Radak: The merchants in Tzor should move to Tarshish, for Tzor will be destroyed, and you have no business there. Also Tarshish was on the sea, and merchants come to it, but not like to Tzor.
Radak, from Targum Yonasan: The residents of the city (Tzor). They should exile themselves to a place overseas.
Malbim: Anshei Tzidon.
Why should island residents wail?
Radak: The city of their business was destroyed.
Malbim: Verse 2 told island residents to be silent and not mourn. Now the verse retracts and says that they should mourn, for they will not profit from this success; it will not last. All the more so you should not rejoice (even though initially, you will profit from the fall of Tzor).
