Rashi citing Targum Yonasan: Even the officers rejoiced [over your downfall]. Radak - It says "Nachah Shaktah Kol ha'Aretz" (7), i.e. the commoners, who were pained due to his subjugation. Even the king and nobles, who did not need to work for him, rejoiced over the demise of his regime.

Malbim: The pine and cedar trees rejoiced, for Melech Bavel used to cut forests to build ramparts. There is now a general Simchah in the entire world.
