Why does it discuss being like sand of the sea?

Radak: Even if those who repent (Yehudah and Binyamin) will be so numerous, they will be called remnant, for the majority will go. Most of Yisrael (i.e. the 10 tribes) will be totally destroyed.

What is the meaning of "Kilayon Charutz Shotef Tzedakah"?

1.

Rashi: The Tzedakah that [the penitents] will do will stop the one who comes against him, and inundate and totally eradicate him.

2.

Radak: They will justifiably be totally wiped out, for they are intentional sinners.

3.

Malbim: Even though a small remnant will remain, the virtue of their deeds will eradicate the ones decreed to come against them.
