What is "v'Es Kol ha'Bayis"?

Rashi: It is the entire Heichal.

Malbim: First the Navi says that he covered the walls. Now it says that he covered the ceiling, doors 1 and in verse 30, the floor.

Malbim (Divrei ha'Yamim II, 3:7): Divrei ha'Yamim II, 3:7 reveals that here it discusses covering also the ceiling, doors and gates.

Here it says that that he covered the Bayis [only] with gold. Divrei ha'Yamim I, 29:4 says "3,000 Kikar of Zahav Ofir, and 7,000 Kikar Kesef, refined, to spread on Kiros ha'Bayis"!

Radak #1: "To spread on Kiros ha'Bayis" refers to the gold mentioned earlier.

Radak #2: "To spread on Kiros ha'Bayis" refers to the silver mentioned afterwards; it refers to spreading on Batim other than the Heichal.

Radak citing Yerushalmi Yuma 4:4: They spread gold. It is called Kesef, for it was Mechasef (shamed) all owners of gold.

Why does it say "Kol ha'Mizbe'ach"?

Gra: He covered with gold the cedar wood that he put over Moshe's Mizbe'ach.

What is the meaning of "Asher la'Devir"?

Malbim: [The Mizbe'ach] in the Heichal, which is in front of the Devir.

Why does it mention covering the Mizbe'ach here, and not with the other Kelim?

Malbim: It is because it was attached to the ground, he covered it with gold when he covered the Heichal.
