Why does it say "ha'Note'a Ozen ha'Lo Yishma"?

Rashi: Hashem, who puts ears, does He not hear the screams of His nation and its affliction?!

Radak: Surely He hears your arrogant words about Him and His nation. How can you say that He does not hear your words nor see your actions?! He prepared the Kelim to hear and see - how can it be that the One who prepared these powers does not know them 1 ?! The Ramban gave a parable for this. If a smith or tailor did not know and understand sewing and picture it in his heart, he would not make the needle the way it is; one cannot sew without [such needles]. Similarly, if sight and hearing were hidden from Hashem and He did not know them, how could He invent the Kelim to see and hear?!

Malbim: If you will say that Hashem does not know details because they pertains to the [physical] senses, and He does not sense - if this were hidden from Him, how could He invent the Kelim prepared to see and hear?! Just the contrary, because He understands the senses, He was able to create the sense organs! We physical beings can know only via what we sense (Moreh ha'Nevuchim 3:19, 21).

Abarvenel (Yechezkel 9:8) says that deniers said that Hashem does not want to deal with our lowly world. If so, what is the refutation? According to Malbim, this is not difficult; refer to 94:9:1:3. (PF)

Why does it mention Neti'ah regarding ears, and Yetzirah regarding eyes?

Radak citing Ibn Ezra: The ears are 'planted' [on opposite sides of the head,] like the north and south poles on a sphere. Images are formed [in the eye] at every moment.
