Rashi citing Targum Yonasan: It is the plain in which there were Matzevos

. Radak - a stone or something else was Mutzav (set up) there.

Matzevah can mean a monument by a grave, or an altar of one stone, which the Torah forbids. It seems that Rashi refers to the former. (PF)
