Why does it say "v'Hinam Kesuvim Al Sefer Malchei Yisrael vi'Yhudah Haglu l'Vavel"?

'Rashi' (here, 7:13): I told you part of their lineage. If you want to know the lineage of the 10 tribes, go to Lachlach and Chavor... (where they were exiled); their Sefer of lineage was exiled with them. Yehudah, I found their the Sefer of lineage in Bavel; what I found, I wrote. Radak - we do not have that Sefer, just like we do not have Sefer ha'Yashar and Sefer Milchamos Hashem.

Malbim: Some Shevatim were omitted, e.g. Dan, Zevulun and Naftoli. ] not mentioned?

Why does it say "vi'Yhudah Haglu l'Vavel b'Ma'alam"?

Redak: Above it mentioned Galus Yisrael - Pul Melech Ashur exiled them. Tiglas Pil'eser exiled Gad, Reuven and Chetzi Menasheh. Melech Ashur exiled the rest of the Shevatim, and they did not return in Bayis Sheni. Only a minority remained with Malchei Yehudah, from Efrayim, Menasheh, Yisachar and Zevulun. They were exiled with Yehudah, and returned with them. Now it discusses their return, and those who returned from Galus to dwell in Yerushalayim, like it says in Ezra.

Malbim: Also the lineage of Yehudah, who were exiled to Yehudah, is found in the Sefer of Malchei Yehudah. The Seforim of lineage were in existence then!
