If Hashem answers him, why will he not believe?

Rashi: It is due to my fear - how can I not fear him 1 ?!

Ramban: Because I was afflicted for no reason, even if He will answer and cease my afflictions, I will not believe that it is via Hashgachah.

Malbim: Because He was so cruel to strike me so harshly without reason, I cannot believe that He will hearken to my voice to do Chesed with me.
