Rashi: He does not do so due to fear (some texts - or virtue) of a man.

Malbim: Bildad said that Hashem afflicts Iyov to reward him afterwards; he should pray, and his end will be good. I reject this. If a tyrant judge commands to afflict someone without reason, surely he should request [respite] based on Din. Should he request mercy?!

What is the meaning of "[Tachtav Shachachu] Ozerei Rahav"?

Rashi: Under Him were bent [Heavenly legions] that came to help Egypt. Egypt is called Rahav - ("Lachen Karasi la'Zos Rahav Hem Shaves") due to its pride - it 1 said "Mi Hashem...?"

Ibn Ezra: These are people of the government.

Malbim: This is a Ma'amar Musgar (parenthetical comment). Anger is portrayed as a haughty tyrant, and around him servants and officers called Ozerei Rahav. They help all that he commands to tear and destroy.
