Why does the Torah need to emphasize here, that there was no hail in the Land of Goshen? It does not say this by most other Makos?

Maharal (Gevuros Hashem Ch. 32, p. 123): Hashem had instructed Moshe to "extend his hand over the heavens" (9:22) - not just over one specific location. We might have thought that the Makah would extend over Goshen as well.
