Rashi: They will plunder one from another, on the right or left, and not find [what to take]. Radak - "va'Yigzor" means to seize, for one who seizes, he cuts the matter from where it was.

Malbim: The verse depicts the rampant murder among them like one who has Bulmus appetite. He eats what is on his right, and he is still hungry like initially. He eats what is on his left, and he is still not satiated.

Why does it say "v'Ra'ev? v'Lo Save'u"?

Radak: Even though everyone grabs from his colleague, he is hungry, for it does not suffice for him.

What is the meaning of "Ish Besar Zero'o Yochelu"?

Rashi citing Targum Yonasan: A man will plunder the property of his relatives.

Malbim: Amidst illness of hunger, he will eat his own flesh. He will cut off his arm to eat the meat. What he gains in the stomach, he lacks in his arm. So the nation, one part eats another part.
