Radak: Why are they astounded? The Mizmorim were said with Ru'ach ha'Kodesh. There cannot be anything wrong in them. The author is astounded at the length of the Galus, but he did not say that Hashem transgressed His Shevu'ah! Malchus [Beis] David ceased on Galus Bavel, but the Shevu'ah is not Batel. Since David's seed endured, and the kingship will return after 70 years, the Shevu'ah is intact. He is astounded at this Galus, which extended so long. You swore - how can it be that it seems that the kingship ceased? Yisrael are in Galus many years, and almost despaired from redemption.

Why does it say "[His'abarta] Im Meshichecha"?
