Why does it say "Lo Ami Shome'a Li"?

Rashi: Still, if they would want to return to Me and heed Me... (refer to 81:15:1:1, 81:15:2:1).

Radak: If they would heed me, it would be opposite (refer to 81:15:1:2).

3.

Malbim: Still, it depends on them. If only they would heed Me from now and onwards "and go in My ways" - then (refer to 81:15:1:3, 81:15:2:3).
