Malbim: This refers to the previous verse. He will take your sons, and they will run... and from them he will pick some to be for officers, and some to plow... It is not based on attributes or lineage, just his whim to make someone an officer or a farmer!

What are examples of "to make his war weapons"?

Rashi: He will make them craftsmen, smiths and carpenters.

Will they be paid for working for the king?

Radak: Yes. However, the king comes before every person (he picks whomever he wants to work for him).
