Why did he come to Anshei Sukos?

Malbim: Gid'on realized that the officers should not be punished. They claimed properly, that they are not obligated to give to him the tax, for he did not conquer [Zevach and Tzalmuna] yet. Also, they were afraid. However, Anshei Sukos should be punished for refusing to give Tzedakah. This is why he cited their words 1 "Ki Nitan la'Anashecha ha'Y'efim Lachem' 2 , and not the officers' words "Ki Nitan li'Tzva'acha Lachem" (verse 6).
