(b) He learns l'Shem Shamayim, but afterwards he does not learn at all. This is Behalah. Corresponding to these, we pray (in u'Va l'Tziyon) 'Lo Niga la'Rik' and 'v'Lo Neled la'Behalah.' "Ba'Ra'ah Asher Yimtza Es Ami" corresponds to the first, and "b'Avdan Moladti" corresponds to the latter. This is "Ra'as Haman" (3; the Yetzer ha'Ra strives) to make him sin in this world, and "Machashavto" (3), that he will not have the world to come, like I explained above (3). It says "Eichachah" twice, corresponding to Bayis Rishon and Bayis Sheni, like "Eichah Sir'eh Eichah Tarbitz" (Shir ha'Shirim 1:7).

Malbim: She explains why one cannot write other sealed letters to be in the Sarim's hands until the set time, opposite to the first letters. (a) how can I see the evil that will befall my nation until then? They will be plundered and disgraced. (b) When the time comes, they will not heed the latter letters, and my nation will be lost, like I explained above (refer to 8:3:3:4).
