1)

How were the Yetzikah and the Meshichah performed?

1.

Rashi: Moshe first poured oil on Aharon's head; then he placed oil between his eye-lashes and joined it to them with his finger.

2)

Why does the Torah not mention the anointing of Aharon's sons, which he was commanded to do in Pikudei, Sh'mos 40:15?

1.

Ramban #1 and Moshav Zekenim (in Pasuk 10) #1: It can be taken for granted that he did so. 1

2.

Ramban #2 and Moshav Zekenim (on Pasuk 10) #2: It does not record it because Moshe was commanded to sprinkle the anointing oil on them and on their clothes, but not to anoint them. 2

1

Ramban and Moshav Zekenim: Seeing as the Torah records in Pasuk 13 that Moshe did like he was commanded. See also Tetzaveh, Sh'mos 28:41.

2

Since the Pasuk in Tetzaveh, Sh'mos 29:7 mentions the anointing of Aharon, but not that of his sons. Consequently, when the Pasuk does mention the anointing of his sons. Refer to 8:12:1:1* - it really means sprinkling. See Ramban.
