What is the meaning of "Tishacheis ha'Aretz"?

Riva (to 7:11): Because Pharaoh did not call them, since he already saw from the plague of lice that the magicians could not copy Moshe.

Moshav Zekenim (to 8:12): The magicians saw from the lice that it was all from Hashem, and their actions would not help; it would be a waste of effort.

Rashi writes: "'Tishacheis ha'Aretz' - The land was destroyed (as per Targum)." What difficulty does Rashi need to clarify?

Gur Aryeh: Although the verb "Tishacheis" seems to be in future tense; Targum makes it clear that it is in past tense. Also, our Pasuk relates what happened; so it opens with the past-tense verb "va'Ya'as" - "Hashem did so."
