Malbim (29-20): No. The former is when the primary Shechinah is below, and the latter is when the primary Shechinah is above.

What is the difference between Rinah, Tefilah and Techinah?

Malbim: Rinah is saying the praises of Hashem; one must first mention Hashem's praise, and then pray (request). Tefilah is pouring of the soul and the Ru'ach clinging to its source. Techinah is requesting one's needs. The word is based on Chanun and Matanas Chinam (grace and a free gift) - even if he is not worthy, his request will be granted due to clinging and pure intent that draws influence from the supreme conduit. Regarding Techinah, he mentioned also Amcha Yisrael - if they are not worthy, their request will come as a free gift, for they are a Tzibur.

Why does it say "El Mekom Shivtecha El ha'Shamayim"?

Radak #1: This is like mi'Mekom Shivtecha Min ha'Shamayim, like it says in Divrei ha'Yamim II, 6:21. Also "Lishbor El Yosef" (Bereishis 41:57, is like mi'Yosef).

Radak #2: They will direct their hearts to the place of Your dwelling, and You will hear ha'Shamayim 1 . Also "Lishbor El Yosef" (Bereishis 41:57), refers to earlier in the verse "v'Chol ha'Aretz Ba'u Mitzraymah."

Radak #3: This is like bi'Mkom Shivtecha ba'Shamayim, like I explained (verse 29) "El ha'Makom" [is like ba'Makom].
