Are "Mofesav bi'Sdei Tzo'an" different than Osasav in Egypt"?

Radak: No; the matter is repeated in different words.

Malbim: Yes. Some Makos were Osos, and some were Mofesim. Those that He warned about beforehand were Osos. E.g. blood and Tzefarde'a were signs of Hashem's existence; Arov and Dever showed that there is no one like Him in the land. The Makos that He did not warn about them beforehand were Mofesim, e.g. lice, boils and darkness. They were not a sign, just after two Makos that were a sign of a matter, and they did not heed His voice, He gave a Mofes, i.e. a Makeh that struck them disgracefully to punish them for not listening. The Osos were in Egypt, to teach aspects of Emunah to the nation. The Mofesim were in Sedei Tzo'an; they were not to teach, rather, to strike the land.
