Verse 3 said to remove Elohei ha'Nechar. Why does it say here that they removed the Ba'alim?

Malbim: "Elohei ha'Nechar" refers to intent in the heart. Only Hashem knows this. People saw that they removed the Ba'alim (physical idols).
