Why does the Torah need to state the total number of bulls, and rams, he-goats and lambs of the Shelamim that the Nesi'im donated?

1.

Targum Yonasan: The twenty-four bulls correspond to the Mishmaros of Kehunah, the sixty rams to the age of Yitzchak when he bore Ya'akov, the sixty goats to the sixty letters of Birkas Kohanim 1 and the sixty lambs to atone for the sixty Ribo (10,000) men that comprized K'lal Yisrael.
