How is her head like Karmel?
Rashi: This refers to head Tefilin - "v'Ra'u Kol Amei ha'Aretz Ki Shem Hashem Nikra Alecha v'Yar'u Mimeka" (Devarim 28:10). It is their strength and fear (on others), like a mountain. Karmelis is the head of the mountains.
Seforno: Hurkenos the Kohen Gadol is on you like Karmel, like the head of a moist ear [of grain] which is ready to eat without much work. So he was for food [sustained the people].
Malbim (Melitzah): Roshech is her intrinsic essence - the Divine, spiritual part of the Nefesh itself which is the head of all of them - "Alecha". Just like you yourself are like Karmel, full of produce, so you are full of Chachmah and knowledge of Elokim and all Kodesh.
Malbim (Melitzah, citing Midrash ha'Ne'elam): The Neshamah is taken from Kisei ha'Kavod, which is the head - "Roshech Alayich ka'Karmel."
Malbim (Mashal): It is like Karmel for beauty and glory.
How is "Dalas Roshech k'Argaman"?
Rashi: The braiding of hairs of your Nezirim is beautiful in its Mitzvah like braided Argaman. It is called Dalas Roshech, for the braiding is Modeles (hangs) on the height of the head.
Seforno: Hordus, who was elevated 1 , was like Argaman, which shows the high level of the one who wears it!
Malbim (Melitzah): The hairs and locks, which are the illuminating insights that break through the Nefesh and become revealed 2 , are like Argaman. This is a metaphor for the world of Kisei ha'Kavod, which is called Argaman, like the name of the spiritual beings surrounding the Kisei. It is a lower level than the world of light and Atzeilus, where is the spring of Kadosh Nefashos.
Malbim (Melitzah, citing Midrash ha'Ne'elam): "Dalas Roshech k'Argaman" is the Neshamah, which is Dalas ha'Rosh.
Why does it say "Melech Asur ba'Rhatim"?
Rashi #1: Hashem's name is tied in locks - "Nezer Elokav Al Rosho" (Bamidbar 6:7). Rehatim are strands that hang from belts used to tie them.
Rashi #2: Hashem is tied with love in Mitzvos and this that you run in front of Him.
Malbim (Melitzah): The king - the body, which rules over the small city, is bound in Rehatim - conduits that come out from the Nefesh to 'water' the body with understanding, life and feeling. It is as if he is incarcerated in their fetters, and without them it cannot budge from its place. It is like an inanimate rock if the Nefesh] will leave it.
Malbim (Melitzah, citing Midrash ha'Ne'elam): This is the body, which is incarcerated in graves.
Malbim (Mashal): Ha'Melech Shlomo is bound in fetters of love. He cannot move without it, like one who is fettered.
