What is "Sofer Mahir"?

What do we learn from "k'Yad Hashem Elokav Alav"?
Rashi: It is like Hashem commanded him. The verse should be rearranged. It means, the king gave to Ezra all that he requested, like Hashem's hand (command) on him. Ezra is Mal'achi (Megilah 15a).
Ibn Ezra: Yad Hashem is strength and power.
Malbim: Hashem helped him, lest Torah be forgotten from Yisrael.
