Radak: Those that will gather against Yerushalayim with Gog and Magog.

Why will they be ashamed of their Gevurah?

Radak: They will be ashamed that they relied on their Gevurah to come against Yerushalayim.

Malbim: Their Gevurah is futile, for Hashem does wonders. Man does not overpower via strength!

Why will they put their hands to their mouths?

1.

Radak: They will not have an answer.

2.

Malbim: They cannot speak to express these wonders, which are above human intellect.

What is the significance of their ears being deafened?

1.

Radak: They will be confounded from what they hear of the good of Yisrael far from their land 1 .

Malbim: They will not put their hands to their ears, like at Yetzi'as Mitzrayim "Sham'u Amim Yirgazun" (Shemos 15:14), for their ears will be deafened 2 . The Nimshal is, they will not hear (understand) based on what their ears hear. Rather, they will see Hashem's deeds and wonders with their eyes.

Radak said that we discuss nations that came against Yerushalayim. Perhaps they will be astounded confounded from hearing the good of Yisraelim still far from Yisrael's land. (PF)

Just like then they did not cover their ears, also in the future. Since they will have such shame, we would expect them to cover their ears; the verse explains why they will not. (PF)
