Radak: Achaz and Menasheh, like verses say 1 , and Bnei Yehudah with them.

Melachim II, 21:7 says so about Menasheh. Melachim II, 16:15 says that Achaz ordered to build a Mizbe'ach in Beis Hashem like that of Damesek. Perhaps it is considered like idolatry. (PF)
