Why were the forms only on the Misgeros between the Shelabim?
Malbim: Only they were visible. They were illustrated for beauty and glory. The other Misgeros were inside, and not seen.
What is the meaning of "v'Al ha'Shelabim Ken"?
Rashi: "Ken" is a base for the Kiyor, above the Misgeres above [the steps].
Radak: "Ken" is a base, just like the Mechonah was a base for the Kiyor. This was a smaller base; the verse does not say what it was for. Perhaps it was for a flask.

Rashi: They are ornaments of male and female [forms] connected.
