What is the meaning of "b'Fares"?
Rashi: This is like "u'Farsu Es ha'Simlah" (Devarim 22:17) - they clarify the matter like a new garment.
Radak #1: It is spreading, like "Parasti Yadai Elecha" (143:6). I.e. Hashem struck them - "Hashem's angel struck Machaneh Ashur, 185,000, and they rose in the morning and all were dead, spread on the land" (Melachim II, 19:35).
Radak #2: It is breaking, like "Tefares Kapeha" (Yirmeyah 4:31).
Malbim: Machaneh Yisrael will spread over the enemy camp.
Why does it mention "Shakai"?
Radak: This refers to overpowering and defeating. He overpowered a giant camp like this that spoke haughtily against Him.
Who are "Melachim"?
Rashi: They are Chachamim - "Bi Melachim Yimlochu" (Mishlei 8:15).
Radak: They are officers - "va'Yachched Kol Gibor Chayil v'Nagid v'Sar b'Machaneh Melech Ashur" (Divrei ha'Yamim II, 32:21).
What does "Bah" refer to?
Radak: In Yerushalayim.
Why does it say "Tashleg b'Tzalmon"?
Radak: When Hashem breaks (or kills and spreads) the kings, the congregation (Yisrael) that was in darkness, it will whiten like snow. "Tashleg" is a Po'el Omed (the action applies only to the subject; Yisrael will whiten). Perhaps it is Po'el Yotzei (Hashem will whiten Yisrael). "B'Tzalmon" is in darkness, like b'Tzalmaves.
Malbim: [When Machaneh Yisrael will spread over the enemy camp,] it will whiten like snow Har Bashan (verse 16).
